organization provides information on such issues
as medical confidentiality strategies, government

DC established in 1994 to "focus public attention
on emerging civil liberties issues and to protect

values." The section on Medical
Record Privacy is especially good.
- Health
Privacy Project
The best site for information on health privacy,
covering both state and federal legislation, analysis
of late-breaking news, and links to patient rights
groups, federal agencies, industry and provider
groups and state resources. Sponsored by the Institute
for Health Care Research and Policy.
- HIPAAdvisory

two good sources to begin understanding the complex
issues involved in the Health Insurance Portability
and Accountability Act of 1996 (HIPAA) which calls
for standardization of electronic patient health,
administrative and financial data; unique health
identifiers for individuals, employers, health plans
and health care providers; security standards protecting
the confidentiality and integrity of individually
identifiable health information, past, present or
